The Committee has the following powers and duties

1. Formulate policies, action plans, and management guidelines for the oversight of the care and use of animals for scientific purposes at Nakhon Phanom University, in alignment with the University’s objectives and policies.
2. Prepare a development plan and annual budget proposal, and submit the annual development plan and budget to the University executives.
3. Review animal-use protocols to ensure compliance with applicable guidelines, laws, ethics, and University regulations, and monitor and supervise the implementation of such protocols by animal users, without prior notice to the project leader or researchers.
4. Review and investigate recommendations or complaints regarding the care and use of animals.
5. Ensure animal health care is provided by the on-site veterinarian at the operating facility.
6. Inspect and supervise operating facilities to ensure compliance with the Code of Ethics for the use of animals.
7. Oversee and take action regarding any University policy or any animal-related activity that has not been certified/approved, or has not yet received approval, including requiring corrective actions to achieve compliance.
8. Determine service fee rates for animal care and use for scientific purposes, and for academic services, by issuing an official committee announcement, and report accordingly to the University and the University Council.
9. Recommend approaches and support the mobilization of funds and funding sources to ensure effective operations.
10. Promote and support training and capacity building for University personnel, researchers, students who use laboratory animals, and other relevant parties, to enhance experience and knowledge in animal care and use so they can perform assigned duties effectively.
11. Prepare Standard Operating Procedures (SOPs) for the Committee’s duties on the oversight of animal care and use for scientific purposes at Nakhon Phanom University, including SOPs for animal care and use and guidelines/procedures for animal users in project submission and related operations.
12. Appoint subcommittees on research ethics in animals, or assign any individual, to perform any acts within the powers and duties of the Committee on the oversight of animal care and use for scientific purposes at Nakhon Phanom University.
13. Appoint subcommittees for monitoring and follow-up of animal research projects, or assign any individual, to perform any acts within the powers and duties of the Committee on the oversight of animal care and use for scientific purposes at Nakhon Phanom University.
14. Prepare an annual report on the care and use of animals for scientific purposes at the University and submit it to the President for reporting to the National Committee on the Oversight of Animal Care and Use, and continuously disseminate knowledge and publicize the University’s animal care and use activities to the public.
15. Perform other duties as assigned by the President.
