Research Framework
Under Strategy 4 (S4): Developing the science, research and innovation workforce and strengthening research institutes to serve as a key driving base for Thailand’s leapfrog and sustainable economic and social development through science, research and innovation.
Scope of Project Support
Develop and produce a sufficient number of high-skilled personnel to meet the needs arising from foreign investment and the expansion of production bases in future industries (Semiconductor, EV, and AI), resulting in new, well-paid occupations, increased employment, and skillsets aligned with industry demands.
Eligibility and Conditions
Eligible applicants are Thai:

Educational institutions, research institutes, government agencies, or private-sector organizations; or
-
Foreign private-sector organizations with an operating location in Thailand.
Project Leader requirements:
-
Must possess relevant expertise and have adequate time to successfully complete the project within the proposed project period.
Project management requirements:

The proposal must demonstrate a management model that links an industry network.

Must include a Letter of Intent (LOI) confirming participation and budget support from the company, signed by an authorized signatory.
Host institution requirements:

The project leader’s affiliated institution must endorse and support the project funding throughout the project period under the specified conditions.
Preliminary Proposal Evaluation Criteria
-
The proposal meets the objectives, conditions, and scope stated in the funding announcement.

Clearly presents mechanisms and methods for developing high-skilled personnel for:
-
Electric Vehicle (EV) industry
-
Semiconductor and Advanced Electronics industry
-
Artificial Intelligence (AI) industry
and includes significant participation (contribution) from company representatives in collaboration with educational institutions, or relevant private-sector organizations with a mission related to producing and developing high-skilled personnel.

Clearly explains the project background and significance, rationale, objectives, targets, implementation methods, and a work plan consistent with the announcement guidelines.

Companies that will recruit personnel or upskill personnel must provide co-funding in cash (in-cash) to support project activities:

At least 20% of the budget supported by PMU-C (for companies with sales > 500 million THB), or
-
At least 10% of the budget supported by PMU-C (for companies with sales < 500 million THB),
along with an LOI signed by an authorized signatory.

Proposal Submission
-
Submit the Full Proposal in both Word and PDF formats.

The project leader’s host institution must certify the proposal via the NRIIS system by 5 January 2569 at 16:30 (4:30 PM) only.

The project must meet the eligibility criteria and funding allocation requirements stated in the announcement.

Must include the Letter of Intent (LOI) confirming company participation and budget support, signed by an authorized signatory.
Application period: 5 December 2568 – 5 January 2569 (16:30)
